It's almost as if the director told him to use the most exaggerated expressions possible. Check out the frame where he is waiting for his sister to get out of the bathroom. It's almost a parody of those "my wife spends forever getting ready" cartoons. Also, the little brother Dick looks like he may have some mental problems. My daughter has more facial expressions in 5 minutes than this kid has through the entire strip...
